<p><span><span><span><span>February marks Black History Month, a time to honor the achievements and struggles of Black </span></span><span><span>and African </span></span><span><span>Americans throughout history. It is important</span></span><span><span> to reflect on the strides made towards equality and empowerment within various sectors, including banking. I recently rewatched the 2020 movie "The Banker" and was inspired by how it explores the challenges faced by Black Americans in the world of finance and the impactful changes brought about by two visionary Black entrepreneurs.</span></span></span></span></p> <p><span><span><span><span>"The Banker" is based on the true story of Bernard Garrett and Joe Morris and the film is set against the backdrop of the <span>racially charged 1950s and 60s, showcasing the discrimination Black Americans faced in everyday life. Garrett and Morris, determined to break down these barriers, devise a plan to navigate the racially biased banking system by employing a white man, Matt Steiner, as the “face” of their enterprise.</span></span></span></span></span></p> <p><span><span><span><span>One of the key aspects the movie </span></span><span><span>explores is the historical reality of redlining, where banks denied loans to </span></span><span><span>residents of predominantly </span></span><span><span>Black neighborhoods, perpetuating economic inequality, and hindering the creation of wealth within Black families and communities.</span></span><span><span> The film portrays the resilience of Garrett and Morris as they strategize and overcome obstacles to realize their dream of providing financial services to their community.<span> At one point, their company owned 177 multi-unit residential properties (many of them in white Los Angeles neighborhoods), the “Banker’s Building” in downtown L.A. and two banks in Texas.</span></span></span></span></span></p> <p><span><span><span><span>Beyond the historical context, "The Banker" prompts us to reflect on the current state of banking for people of color. While progress has been made since the 1960s, </span></span><span><span>including the 1968 passage of the Fair Housing Act and the 1977 passage of the Community Reinvestment Act, </span></span><span><span>racial disparities in access to credit and financial services persist. </span></span><span><span>For example, among business applicants who sought loans, lines of credit and cash advances in 2022, Black-owned businesses were the least likely to be fully approved (20 percent approval rate versus 58 percent for white-owned businesses).</span></span></span></span>¹<span><span><span><span> And there are still large gaps in homeownership by race: in Q3 2023, only 45.5 percent of Black Americans owned their home² vs 74.5 percent of non-Hispanic white Americans.</span></span></span></span>³</p> <p><span><span><span><span>All this prompts us to ask: How can we <span>promote economic equality and inclusive financial opportunities</span> for Black Americans today? Here are some suggestions.</span></span></span></span></p> <ol> <li><span><span><span><strong><span><span>Increase access to affordable banking and financial services:</span></span></strong> </span></span></span></li> </ol> <ul> <li><span><span><span>Advocate the availability of banking services in underserved communities.</span></span></span></li> <li><span><span><span>Encourage the development of affordable and accessible financial products. In recent years, many banks have added free checking accounts to their product lineup and have reduced overdraft fees—although this may reduce fee revenue for banks, it is a win for consumers.</span></span></span></li> </ul> <ol start="2"> <li><span><span><span><strong><span><span>Provide financial education:</span></span></strong> </span></span></span></li> </ol> <ul> <li><span><span><span><span>Implement comprehensive financial education programs in schools and communities. Knowledge is power: financial education can help improve credit scores, lower loan delinquency rates and reduce the use of high-interest payday loans.</span></span></span></span></li> </ul> <ol start="3"> <li><span><span><span><strong><span><span>Support minority-owned businesses:</span></span></strong></span></span></span></li> </ol> <ul> <li><span><span><span><span>Be intentional about shopping at Black-owned businesses. As business owners, people of color can establish financial independence and provide employment opportunities for others in their communities. </span></span></span></span></li> <li><span><span><span><span>Financial institutions can play a pivotal role by offering targeted loans and networking opportunities to help Black entrepreneurs establish and grow their businesses.</span></span></span></span></li> </ul> <ol start="4"> <li><span><span><span><strong><span><span>Foster collaboration and mentorship:</span></span></strong></span></span></span></li> </ol> <ul> <li><span><span><span><span>Create supportive environments that address the unique challenges faced by Black Americans, including racism, underrepresentation and limited access to capital and resources.</span></span></span></span></li> <li><span><span><span><span>Bridge the knowledge gap by encouraging collaboration between established professionals and aspiring entrepreneurs. Mentorship programs allows experienced professionals to share their expertise, industry insights and practical knowledge.</span></span></span></span></li> </ul> <ol start="5"> <li><span><span><span><strong><span><span>Dismantle systemic bias:</span></span></strong> </span></span></span></li> </ol> <ul> <li><span><span><span><span>Implement comprehensive educational programs, in schools and in the workplace, that promote awareness of systemic biases, discrimination and privilege.</span></span></span></span></li> <li><span><span><span><span>Encourage organizations to adopt fair hiring practices, diverse leadership and inclusive decision-making processes.</span></span></span></span></li> </ul> <p><span><span><span><span><span>This Black History Month, we should acknowledge the ongoing work towards ensuring equal access to the tools and resources needed for financial security and prosperity. Inspired by the resilience of pioneers like Bernard Garrett and Joe Morris, we need to strive for a financial landscape where opportunities are abundant, barriers are dismantled and economic a number of reasons; most notably, to show you that your possibilities are limitless—to remind you that you, too, can do anything you set your mind to. U.S. history has a tendency to highly represent men, especially those deemed pivotal in the founding of this country. It would be easy for little boys to look around (at statues, building names and, yes, currency) and see themselves in the historical men being honored. However, this has not been the case for girls.</span></span></span></p> <p><span><span><span><strong>The Impact of Women and Girls’ Representation on Currency</strong></span></span></span></p> <p><span><span><span>Currency is woven into the fabric of our daily lives. When young boys look down at a dollar or coin before making a purchase, they see themselves physically represented on the currency. They see the faces of men just like them being honored. Does our Department of the Treasury mean to imply that only the contributions of men are worth celebrating? When women and young girls exclusively see men (and only white men) on currency, it delivers a message that men are more valued and respected in this country than women are. Conversely, when women are represented on currency, it serves as an acknowledgement from the highest institutional powers to all individuals who use that money that the contributions of women to our nation are significant.</span></span></span></p> <p><span><span><span>The debut of more women on currency would have a tremendous impact on young girls. The seemingly simple decision to include women on coins and bills will empower young girls to explore the possibilities their futures hold. And the effect will not be limited to young girls: all people will be able to see in the faces on their money that women are capable of immense achievements, which, though not a controversial idea, is one that historically has not always been accepted. As a developed country striving to live up to the ideals of the ‘American Dream,’ in this respect, we fall woefully short in reminding women that they can follow theirs, too.</span></span></span></p> <p><br /> <span><span><span><strong>The Success of the American Women Quarters Program</strong></span></span></span></p> <p><span><span><span>Following increased lobbying for women’s representation on U.S. currency, which started during the Obama administration, there has been increased acceptance of the need to enshrine women’s faces on money. The American Women Quarters Program is a four-year program aimed to celebrate the contributions and accomplishments of women. Through 2025, the U.S. Mint aims to issue up to five designs annually. The quarters issued by the program will feature women from various fields, including space, arts, government, humanities, suffrage, abolition and civil rights. Women from racially, ethnically and geographically diverse backgrounds will be honored.</span></span></span></p> <p><span><span><span>The first few women to appear on quarters via the American Women Quarters Program include Maya Angelou, a celebrated social activist, performer and writer, and Dr. Sally Ride, the first American woman astronaut and physicist to go to space. Additionally, Wilma Mankiller, the first woman elected principal chief of the Cherokee nation, Nina Otero-Warren, the leader of New Mexico’s suffrage movement, and Anna May Wong, the first Chinese American film star in Hollywood, will also appear on quarters.</span></span></span></p> <p><br /> <span><span><span><strong>Harriet Tubman on the Twenty-Dollar Bill</strong></span></span></span></p> <p><span><span><span>Historically, there have been almost no women or minorities on U.S. currency. However, the demographics of our country have changed, and it is important to reflect this reality on cash, which is arguably the one tangible thing that everyone in the country interacts with daily. In short, our bills depict an America that doesn't exist anymore.</span></span></span></p> <p><span><span><span>During the Obama administration, the Treasury Department decided to replace Andrew Jackson’s picture on the twenty-dollar bill with Harriet Tubman. This action represented a pivotal moment in the movement to represent women on U.S. currency. However, the Trump administration delayed the process of printing the Tubman bill, citing counterfeiting concerns (that many experts claim are unfounded). The delay in creating and distributing the Harriet Tubman twenty-dollar bill sends an unmistakable message to women, girls and communities of color; that honoring the tainted legacy of similarly privileged white, male leaders is more important than overcoming clearly surmountable concerns about counterfeiting.</span></span></span></p> <p><span><span><span>Our nation’s history is rich with women's contributions. Women have been instrumental in shaping the world we live in now, but even when women have achieved incredible things, their accomplishments are still largely overlooked. The faces of our currency should reflect the people who have contributed to America's success. Manager</span></span></em></span></span></p> <p><span><span><span><span>In the year 1865, just after the conclusion of the Civil War, Congress chartered the Freedman’s Savings Bank for newly freed ex-slaves. It was a bank founded with the intention of helping newly freed African Americans achieve financial freedom in addition to freedom from the shackles of slavery. The bank was an initial success, attracting many thousands of Black depositors and millions of dollars in deposits, and opening branches across the country.</span></span></span></span></p> <p><span><span><span><span>Freedman’s Savings Bank was run by white men, and Black Americans were denied the right to be involved in the bank’s decision-making. And what did the white men who ran the bank do? They ran it into the ground. Mismanagement, abuse, fraud (one board member even directed bank funds to his family business) and the volatile economic climate of the day resulted in the bank’s failure in 1874.</span></span></span></span></p> <p><span><span><span><span>Tens of thousands of African Americans had put their faith in the Freedman's Savings and Trust Company. When the bank failed, its depositors (who had been misled to think their deposits were guaranteed by the federal government) suffered a catastrophic financial loss. To this day, depositors and their heirs have only recovered about half of the lost deposits.</span></span></span></span></p> <p><span><span><span><span>Trust in the mainstream banking system by Black Americans was shattered; it would be 14 years before another bank catering specifically to the African American community would emerge. But emerge it did, and, this time, the bank—Capital Bank in Washington, D.C.—was organized and operated by African Americans. By 1906, there were 33 Black-owned banks in America, a figure that has ebbed and flowed over the course of time, tracking the fortunes of the economy and banking industry, and the Black constituencies these banks served. In 2010, there were 36 black-owned banks in the U.S. By 2020, that number had dwindled to 21.</span></span></span></span></p> <p><span><span><span><span>Black banks, especially the early ones, were as focused on serving their communities as they were on turning a profit. They encouraged savings, created programs to help the unemployed, offered home loans with atypically favorable terms and lower interest rates and even supported working-class clientele by staying open later for customers who couldn’t leave work to come into the bank.</span></span></span></span></p> <p><span><span><span><span>Over the years, these banks have provided a ticket to upward mobility for generations of Black Americans who were born into a structurally inequitable system. The racial wealth gap in the United States is vast: according to the Brookings Institution, the average American white family has a net worth of $171,000—almost 10 times more than the average Black family. Black communities are more likely to be poor and have underperforming schools, crumbling infrastructure and inferior access to healthcare. These disparities are the direct result of a cycle of Black poverty that started with America’s dark history of slavery and continues to present day.</span></span></span></span></p> <p><span><span><span><span>Among the most flagrant examples of structural financial discrimination is the history of the Federal Housing Administration (FHA) and its legacy of promoting “redlining.” When the FHA was created as part of FDR’s New Deal and the National Housing Act of 1934, its goal was to make home ownership more affordable by insuring mortgages. People of color were intentionally left out to appease Southern Democratic supporters and secure their votes in Congress.</span></span></span></span></p> <p><span><span><span><span>The mechanism of this de facto segregation policy was underwriting standards discouraging home loans in areas “infiltrat[ed]” by “inharmonious racial or nationality groups.” The government provided a thinly veiled racist rationale: the need to protect taxpayers’ investment, and the investments of white homeowners, against the threat Black neighbors would pose to property values.</span></span></span></span></p> <p><span><span><span><span><span><span>The FHA went on to develop underwriting standards to help lenders, appraisers and real estate professionals identify high-risk areas the FHA wouldn’t insure. Low-risk neighborhoods were predominantly white communities, and high-risk neighborhoods, outlined in red ink on maps, were minority communities. This practice gave rise to the term “redlining” to describe low-income and minority home seekers’ inability to secure loans because they were “redlined” into high-risk categories.</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>The FHA also favored new housing in the suburbs over older urban housing, warning that such properties “have a tendency to accelerate the rate of transition to lower class occupancy.” Moreover, it supported segregation in schools and physical barriers like highways to protect neighborhoods from “adverse influences.”</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>These different forms of redlining methodically cut Black Americans out of the best way American families have had to develop generational wealth: homeownership. Inexpensive, FHA-insured home loans enabled white families to purchase homes in suburban and exurban neighborhoods that ballooned in value over time. These families could make a profit by selling their homes to other white families who also secured competitive mortgages, and they could take cash out of their homes to launch new businesses, renovate their homes or pay for their kids’ educations. And, over time, they could bestow this wealth on their children, and the flywheel repeats.</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>FHA-insured home loans were not available in urban areas. While white families secured cheap mortgages and moved out of the inner cities to the suburbs, Black Americans had no option but to stay. This drained the value of homes in African American neighborhoods where the residents already lacked access to credit to fix aging homes or invest in new businesses. Even well-off Black families struggled to exit urban neighborhoods. In some white communities, exclusionary zoning, neighborhood covenants and deed restrictions prohibited nonwhite occupants. Meanwhile, lower home values and less wealth meant cities had less to invest in schools and physical and social infrastructure. For decades, the cycle of poverty was reinforced in myriad ways—a cycle that continues today.</span></span></span></span></span></span></p> <p><span><span><span><span>It’s undeniable that the last several years have seen America undergo a racial reckoning. Boycotts, protests and other actions against systemic racism have been reverberating around the country, largely in response to high-profile killings of young black men. But systemic racism takes many forms, including financial discrimination and exclusion, the results of which have subjugated generations of black Americans, stymied the development and transfer of family wealth and perpetuated economic disparities that exist to this day.</span></span></span></span></p> <p><span><span><span><span>While Black-owned banks have played and continue to play a vital role incubating and helping grow wealth in Black communities, they simply do not represent a large enough portion of the economy to make a significant difference. Collectively they control just $4.8 billion, less than 1 percent of the nation's banking assets.
